Additional Learning Needs Everything You Need To Know.

The Additional Learning Needs and Educational Tribunal Wales (ALNET) Act 2018 is the Welsh Governments new bill focussing on Additional Learning Needs in School and Further Education across Wales.

 The heart and main focus of these reforms is a focus on inclusion; putting children and young people and their families at the centre, and ensuring they are supported to reach their full potential.

The main aims of the Bill are:

  • To create a unified legislative framework to support children and young people aged 0-25 with ALN in schools and further education.
  • To ensure an integrated, collaborative process of assessment, planning and monitoring, which facilitates early, timely and effective interventions.
  • To create a fair and transparent system for providing information and advice, and for resolving concerns and appeals.

What Is The ALN Bill?

  • The new ALN Bill was put in place by the Senedd in 2017 and it aims to ensure systems are in place to support children with additional learning needs and improve collaboration, clarity, and ambitions.
  • The heart of the Additional Learning Needs and Educational Tribunal Wales (ALNET) Act 2018 focusses on inclusion, putting children and young people and their families at the centre, and ensuring they are supported to reach their full potential within this system.
  • The act is all about the importance of involving children and young people in their learning and decisions.
  •  The act includes "The ALN Code", which will provide a set of clear, legally enforceable parameters within which local authorities and those other organisations responsible for the delivery of services for children and young people with ALN, must act.

Additional Learning Needs:

  • Some children or young people may need support or specialist intervention that is in addition to or different from the Universal Provison and Support / Interventions that schools offer and this is an open, honest and ongoing conversation between parents, the child and school.

  • School will arrange a PCP Meeting (Person Centred Planning) to discuss the needs of the child with everyone involved – we are a team who will work together to ensure that the child achieves their potential. Children are very welcome to attend too, but if they don’t want to then they can write their views and feelings down about what they feel is important to support them in their learning.
